The European Union can substantively help in achieving progress on the Cyprus issue, as it has the tools to demonstrate to Turkey the benefits of a settlement, President of the Republic of Cyprus Nikos Christodoulides said on Thursday during a working lunch of the European Council in Brussels, attended also by the UN Secretary-General António Guterres.
