The illegal Turkish-Libyan memorandum and the Cyprus issue are expected to be discussed in the talks on Wednesday between EU High Representative Kaja Kallas and Turkish Foreign Minister Hakan Fidan, according to European Commission spokesperson for foreign affairs Christian Wigand.
